Baltia is set in a chaotic cosmos far in the future. The planet wanders through space and encounters a variety of uncontrollable conditions. The cosmic state influences the ability to take certain actions. The most important condition of all is the state of the Timeless. The Timeless is an extra-universal hyper-being meta-intelligence that seeks to assimilate the cosmos as a node into its multiverse neural network. This state also serves as a countdown clock.
Baltia reflects the universe in which it resides and is often chaotic. There are no governments as we would normally think of them. Instead, society is comprised of factions, syndicates, federations, independents, and a wide variety of other organizations. The conditions of society also influence the ability to take certain actions.
This is where the bulk of gameplay happens. Players take actions based on their resources and state. Each player has a destiny which dictates win conditions and they must work toward those conditions. Deception, trickery, and alliances are all potential mechanisms.
Baltians are essentially immortal, but life state is powered by essence. Essence is a finitely available, but infinitely recyclable resource. Generally, essence is drawn from the Essence Pool when gained, and returned to the Essence Pool when lost, but there are other ways to gain and lose essence as well. If a player loses all essence, they become a limbo wraith, unable to take any action until fate smiles upon them with rebirth.
Everything is for sale or trade on Baltia. The Commerce phase tends to be a favorite among play-testers. Anything is up for grabs. You will not find rules on what you can and can't sell. If you want to sell your life essence and become a wraith, you can do that. If you want to outbid someone on their offer to buy a weapon, you can do that. This part of the game is where alliances and betrayals are often discovered. On Baltia, both magick and technology run on a power source known as joules, so this is the most common form of trade. Like essence, joules are a finite resource with infinite recyclability.
When the conditions are right, a win is claimed. There are many possible winning conditions dictated by a player's alignment and destiny. There are also alternate ways to win, if fortune allows. Each character has a separate ending for each available win condition. These are described in the back of the guidebook.
